Description:   This is the base layer dataset and requires three datasets overlaid simultaneously: First Nations (FN), Provincial Parklands (Parkland), and Urban Municipalities (UM). Due to the large number of individual features, complex GIS boundaries and update frequency of these three GIS datasets, it was decided not to incorporate them into the base wildfire management strategy layer dataset. These three layers, along with National Parks and Representative Area Network (RANs) have a different management strategy compared to immediately adjacent lands. Note that National Parks and RANs have been incorporated into this base layer. Refer to the Saskatchewan Public Safety Agency’s (SPSA)Wildfire Management Strategies and Priorities Standard Operating Procedure (SOP) and Wildfire Act for details.For the purpose of the SOP, protection of human lives, communities, major public infrastructure and commercial timber is presumed to be the single largest strategy to mitigate the social impact of wildfire, including threat from flame and smoke. The decision to fight wildfire is at the discretion of the SPSA where operational flexibility is required due to: availability of equipment and resources, combined with the complexity of fire behaviour based on weather, fuels and topography. Refer to the SOP for further information.The SOP outlines eight management areas:1) Primary Timber Area (PTA)*2) Secondary Timber Area (STA)* 3) Area North of the Commercial Area (PTA and STA)4) Wildfire Management Area (4.5km “Burn Notification Area”) is every quarter section of land lying wholly or partly within 4.5km of the boundaries of a provincial forest5) Prince Albert National Park6) Cold Lake Air Weapons Range7) Rural/Urban Landbase8) Federal/Provincial Agreement for Wildfire Suppression on Reserve Land* The PTA and STA together make up what is commonly referred to as the “commercial forest” area. This area is the contiguous provincial forest area south of the Churchill River, plus the “island forests” near the city of Prince Albert. The division of PTA and STA is determined by the Ministry of Environment’s Forest Service Branch (FSB), after low timber value areas are identified by the forest industry.
